.Hurricane Michael will make landfall in Florida later today then
weaken to a tropical storm as it crosses the Carolinas Thursday
into early Friday. Heavy rainfall is expected to spread in from
southwest by early this evening and continue through Thursday
night before ending early Friday morning.

...FLASH FLOOD WATCH IN EFFECT FROM THIS EVENING THROUGH FRIDAY
MORNING...

The National Weather Service in Newport/Morehead City has issued
a

* Flash Flood Watch for a portion of eastern North Carolina, 
  including the following areas, Beaufort, Carteret, Craven, 
  Duplin, Greene, Jones, Lenoir, Mainland Dare, Mainland Hyde, 
  Martin, Onslow, Outer Banks Dare, Pamlico, Pitt, Tyrrell, and 
  Washington. 

* From this evening through Friday morning

* Heavy rainfall will spread into the region starting early this
  evening and continuing Thursday into Thursday night before
  ending early Friday morning. Storm total rainfall amounts will
  range from 2 to 4 inches over most of eastern North Carolina
  with localized higher amounts, especially over the Coastal
  Plains. 

* This rainfall could produce flash flooding, particularly in poor
  drainage areas near creeks, streams and ditches. Street flooding
  is likely. In addition, the ground remains saturated due to
  heavy rainfall last month from Hurricane Florence. As a result,
  it will not take much rainfall to produce additional flooding.
  

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.
