* Forecast...The river will rise to near 12.0 feet by Thursday 
  morning.

* Action stage is 13.5 feet.
* Flood stage is 15.0 feet.
* Forecast...The river will rise to near 14.2 feet by Thursday 
  afternoon.
* Impact...At 13.5 feet...Water overflows into campground and forest 
  preserve.
