* Forecast, Rise to 28.8 feet Thursday morning, then fall below flood
  stage Friday.
* Impact, At  28.5 feet, Major Flood Stage. Water is affecting the 
  north side of the city of Maquoketa and widespread agricultural 
  flooding.
