The National Weather Service in Binghamton has issued a

* Flood Advisory for...
  Southwestern Sullivan County in central New York...
  East central Lackawanna County in northeastern Pennsylvania...
  Central Wayne County in northeastern Pennsylvania...
  Northwestern Pike County in northeastern Pennsylvania...

* Until 245 PM EDT.

* At 1141 AM EDT, Doppler radar indicated heavy rain that will cause
  minor flooding in the advisory area. Up to one inch of rain has 
  already fallen...with an additional half to 1 inch of additional 
  rain possible in a short period of time through the early 
  afternoon.

* Some locations that will experience flooding include...
  Dunmore, Archbald, Blakely, Dickson City, Olyphant, Lackawaxen,
  Blooming Grove, Jessup, Honesdale and Bethel.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.
